Either Director is authorized to bind Harker International (Pvt) Ltd in connection with the operation of SriLankaExport.com.

3. Nature of the service

SriLankaExport.com is a B2B online marketplace that allows Sri Lankan exporters (“Vendors”) whose business documents have been reviewed by our marketplace team during onboarding to list goods, and international Buyers to evaluate, request quotes for, and procure those goods. Harker International acts as an online intermediary and operator of an online marketplace under EU Regulation 2022/2065 (the Digital Services Act). Transactions take place directly between the Buyer and the Vendor; Harker International is not the seller of the goods listed on the Platform. 4. Independence from the Sri Lanka Export Development Board

Harker International (Pvt) Ltd is a private company. We are not affiliated with, endorsed by, sponsored by, partnered with, or operated by the Sri Lanka Export Development Board (EDB), Sri Lanka Business Portal, the Government of Sri Lanka, any Ministry, or any other government authority. Vendor references to “EDB registration” or “EDB directory listing” describe the Vendor’s own voluntary EDB registration or listing, where applicable, the previous mandatory EDB Registration of Exporters scheme was revoked by Gazette No. 2118/60 dated April 11, 2019. The “SLE-Verified Supplier” badge on this Platform indicates an internal marketplace review of vendor-submitted onboarding documents by our team. It does not constitute EDB, Government of Sri Lanka, certification-body, or customs endorsement. See our Government Affiliation Disclaimer and Marketplace Verification Policy for the full statement.

6. EU Representative under GDPR Article 27

Harker International is established outside the European Union but processes personal data of EU residents in the course of providing the Platform to EU-resident Buyers and Vendors. Under Regulation (EU) 2016/679 (GDPR) Article 27, the appointment of a representative within the Union is required where processing is not occasional and includes personal data of EU residents.

EU Representative designation status: Designation in progress; appointment will be completed within 30 days of the “Last updated” date at the top of this notice. The appointed Representative will be identified on this page once the formal mandate is executed.

In the interim, EU-resident data subjects and EU supervisory authorities may direct GDPR communications to dpo@harker.international or to the Single Point of Contact identified in our DSA Statement. Communications will be acknowledged within 48 hours.

7. UK GDPR Representative

For the purposes of UK GDPR Article 27, the same designation timeline as section 6 applies. UK data-subject rights may be exercised through the same interim channel at dpo@harker.international with subject “UK GDPR, data-subject request.”

8. VAT status

Harker International (Pvt) Ltd is registered for Sri Lanka VAT where the threshold under the Value Added Tax Act No. 14 of 2002 is met. Exports of goods from Sri Lanka are zero-rated. See our Tax & VAT Disclosure for the Buyer-side implications and per-jurisdiction tax treatment.

9. Online dispute resolution (EU)

Under Regulation (EU) No 524/2013, the European Commission provides an online dispute resolution (ODR) platform at https://ec.europa.eu/consumers/odr. Although SriLankaExport.com is a B2B platform that does not contract with consumers, we list the ODR platform here in case a Buyer or Vendor wishes to use it for an applicable matter. For B2B disputes, the three-tier process in our Dispute Resolution Policy applies first.

10. Governing law and jurisdiction

This Legal Notice and all relationships between Harker International and Platform users are governed by the law of Sri Lanka, subject to mandatory consumer-protection or data-protection provisions of the user’s home jurisdiction where those apply. Disputes are resolved in accordance with the Dispute Resolution Policy.

11. Liability for own content and third-party content

Harker International is responsible for the editorial content on SriLankaExport.com that is created by us (industry pages, buyer guides, policy documents, news feed editorial). Listings, product specifications, certifications, images, and descriptions provided by Vendors are the Vendor’s content; Vendors are responsible for the accuracy and lawfulness of that content. 12. Links to external sites

SriLankaExport.com may include links to external sites operated by third parties. We exercise reasonable care in selecting linked sites at the time of placement, but we do not control and are not responsible for the content or availability of external sites. Links to external sites do not constitute endorsement.

13. Trademarks and intellectual property

SriLankaExport.com, the SriLankaExport logo, and the “Verified Exporter” badge are unregistered trademarks of Harker International (Pvt) Ltd. “Ceylon” as applied to tea is a Protected Geographical Indication of Sri Lanka. Other trademarks identified on the Platform are the property of their respective owners.
